ECAP (Endangered Child Alert Program)

>>> ECAP

>>> On February 21, 2004, the FBI began its Endangered Child Alert Program (ECAP) as a new proactive approach to identifying unknown individuals involved in the sexual abuse of children and the production of child pornography. <<<
+++ PROACTIVE == ALL YOUR PIX ARE BELONG TO US !!!  I do not like the term "proactive." This means that the evidence is spoiled by lack of a warrant, probable cause, due process, and chain of custody, and is therefore unsuitable for prosecuting crime. Such willful and intentional spoliation of evidence is a serious crime, to be prosecuted under the general federal statute on obstruction of justice. +++
>>> A collaborative effort between the FBI and the National Center for Missing & Exploited Children, ECAP seeks national and international exposure of unknown adults (referred to as John/Jane Does) whose faces and/or distinguishing characteristics are visible in child pornography images. <<<
+++ Hmm.  Not seeking, as usual and customary, information leading to arrest and conviction in these cases. Only "exposure" and arbitrary vilification and endangerment of adults who are not being charged or even suspected on bona fide probable cause of crimes against children.  Were there bona fide probable cause in these cases, these adults would be on the "Most Wanted" list.  But clearly they are not being indicted or prosecuted or even accused under the due process of law; these individuals are being set out for vigilante justice, anonymously, online. +++

+++ "Suspects."  The photos are of the children themselves, in cleaned-up poses. The "suspects" are either missing or cropped from the photos. +++
+++ I bring this up because today I saw an underage girl, scarcely old enough if that even for high school, working at the local Lowe's home improvement store.  She smirked and communicated a not-so-subtle warning to me: "Be safe."  I very strongly suspect that male construction workers and customers of a nearby drinking establishment are patronizing her and that she is catering to them. Perhaps part Russian and part Italian, she was proud of her dark hair, very white skin, and status as a (protected / locked-up) "lady" (not allowed to expose her skin to the sun) at such a very young age. I am very, very angry about this entire situation, the way the locals, both male and female adults are grinning and playing the guess-who game. There are extenuating "circumstances" of course, but none of them make this situation acceptable.  Many, many adults and professionals in certain social work fields must have failed to make required mandatory reports of child abuse in this case in Fairbanks, Alaska. +++

Yes.  Those ladies again.  They are everywhere; they gave me the rubber-room "mental-health" treatment, but let me go when I demanded a trial.  Female investigators, way too much emphasis on the female.

Justice is obstructed with too much emotion and not enough facts to prosecute crime.  And they are out to murder me for the above post.

There is female-on-female sexual abuse, rarely prosecuted.  Underage girls are foisted on unsuspecting "consumers." No.

"You have to leave." No.

A man had been following me on the city bus with a little girl at odd times during the day. An older lady was involved. Not local. Foreign.

She became very emotional when I complained about dogs being let loose in the meat department at the grocery store.

... must maintain cover local safe zone ...

This is getting really bad.  I saw a white van marked "HotWire, LLC" or something like that parked down the street by the elementary school.  The guys had opened up a manhole cover and lowered a fiber-optic cable, and were nervously hunched over their computer terminals pumping smut out of the internet to be hauled over to the transfer station in New York.
