NCIS is a television series that revolves around a fictional team of special agents from the Naval Criminal Investigative Service, which conducts criminal investigations involving the United States Navy and Marine Corps.

Mostly the stuff of "thriller novels" if not public broadcast television.

NICS offers instant Background Check Records - Just Enter a Name & Search Now. Background Check, Traffic, Police, Criminal & Court Records, Contact Info and Much More! Anonymous Searching - See Anyone's Public Records. Enter Any...

There appears to be some level of grounding in reality to "NCIS" as its existence in real life does appear to be acknowledged or claimed on an official government website under the ".mil" top level domain: https://www.ncis.navy.mil/

That site, however, refers mostly to mental health services offered to US military veterans, including a suicide hotline and support for victims of alleged sexual assault, and not to any actual criminal investigative activity.

The purpose of NICS was originally to enforce mental health gun control laws that prohibit law-abiding citizens from possessing or carrying firearms, but obviously the larger goal is to use the database to prevent law-abiding citizens who are listed as prohibited persons from seeking or obtaining any gainful employment.

There's a giant glaring "blue" connection which ties together the U.S. Navy & Marine Corps, the "blue states" Democratic Party, the Labour Party of Great Britain, and the "blue blood" of British Royalty.

And once again, guns are banned for commoners, and hunting and fishing privileges are reserved for royalty, even to this day in America, despite the Revolutionary War.
